Insurance Expiration Time

Add ability to expire insurance based on not only date, but time (Expiration @ 12PM was seen in Texas)

Allow repeat last load on Dispatch Order regardless of date.

If a truck is entered with no current assignment, then populate the vehicles last load information even if it was from a previous date and on a Dispatch Order. Have a single pop up window asking user if they wish to continue using last assignment;...
