Stop changing vehicle back to it's home location after his assignment.

Currently, the information send to the driver after a ticket is created includes his next location. That next location will be that of his next assignment, or his home location if he has no additional assignments. This makes it difficult to keep someone at a location that is not their 'home'.

Instead of changing their next location after a ticket is created, only change it if their next assignment is for another location, or if they clock out/go out of service.
