This will allow AutoId to run without regards to a user log in/off. AutoId sometimes stops running during after hours ticketing and nobody is there to restart the application. If it ran as a service, it could be set to 'Restart' automatically.
Make sure this feature can be disabled or not installed as well. This would only work if APEX is stand alone in a single time zone.
