Prevent multiple Idtouch1.exe screens from launching on All-Terrain Kiosks

We have to use a script that will check if another Idtouch1.exe is running in the background before it launches another Idtouch1.exe. This is because it can take fairly long to load up the exe and it is habit to click on the link of something if it didn't load the first time.

Multiple Idtouch1.exe's launched at one time causes issues for AutoID.
