This will allow Receive tickets to have a ticket sequence different than Sale tickets. Government audits flag ticket sequences that are out of order or missing numbers. Separating Sale tickets from Receive tickets will allow easier reporting and reduce instances of ticket sequences being out of order. This would be similar to Misc Tickets having a unique ticket sequence or 'Next Ticket Number'.
