Add operations downtime detail to the dbo.Opophist table.

Currently once operations are posted the downtime data is lost and only available through crystal reports. We would like to be able to access this through the dbo tables so that our BI software can grab that information and place it in our custom reports for operations management to make capital decisions with. The data is able to be captured somewhat before it is posted in the dbo.opoper file. This would also add value in adding JWS to our non ticketing sites as well, letting us expand the data collection across our whole company.
