Right now in an Order, the Ship/Receive flag should NOT be set to Either. If it is set to Either, Other Charges will not be assigned IF a dispatch # is used. It must be set to SHIP or the Other Charges will not be assigned.
How should it work? Well, either means ship or receive so an other charge should still apply even if either is selected.
