When System Configuration is set to not allow changing of a scale ticket, you can only view the first panel of the information on the Ticketing Screen. It would be helpful if you could click on the other tabs of the Ticket Screen and view the information contained on those tabs.
Work around for this would be to redesign the TPL and move all the needed fields to TAB 1.
I think this functionality you are suggesting would be great improvement.

The reason why I say this is - We did an in-house prototype for this type of functionality this past January 16th, 2016. The reviewer(s) of the proto-type made some suggestions and we have plans on implementing. We just haven't scheduled, yet.
Note: We haven't decided if this functionality is going to be in Apex v6 or just Apex v7. The programming for this enhancement isn't very time consuming, but the testing is. Also, when we implement this enhancement, there are several other programs that will want to take advantage of this functionality. Those program have their own local methods of disabling controls and menus, and we'll try to eliminate each program having its own separate code as part of this project.
