COMMANDTrack Colors

We should be able to change the colors of the statuses in COMMANDTrack similar to how we can change order and truck colors.

Add the ability to control by dispatch if we want to stop trucks from checking in if the next load is too far in the future. For example, if a load is due at 9AM, and calculated load time is 8AM, don't allow checking in until 7AM at the earliest. ...

Add the notes field to the CommandTrack Screen
