Add the ability to limit access to using sales & invoice templates during order/quote entry to a RegionID

Not all Sales and Invoice templates are created equal. If we can limit what users can choose (preferably to their RegionID) while entering in Sales Orders or Quotes, the chance of sending out an incorrect invoice header is minimized.
